Michelle Bachelet pide al Congreso respaldar el TPP
APROBACIÓN. Presidenta dijo que espera que "prime el interés del país" y que se salvaguardaron sus intereses.
La Presidenta Michelle Bachelet llamó al Congreso a respaldar y aprobar el Acuerdo de Asociación Transpacífico (TPP). Junto a los ministros de Relaciones Exteriores, Hacienda (S), Economía, Salud, Agricultura, Transporte y Cultura, la Jefa de Estado hizo una declaración pública en la que afirmó que "le corresponderá al Congreso votar el acuerdo una vez finalizado y suscrito. Estoy segura que primará el interés de Chile". El Congreso puede aprobar o rechazar la propuesta, pero no modificarla.
Según la Mandataria, en este proceso "Chile logró acuerdos importantes pero salvaguardando aspectos importantes, como propiedad intelectual". "Hemos defendido el interés nacional asegurando que no iremos más allá de los estándares que impone la norma vigente del país, y respetando los compromisos que están incorporados en el TLC con Estados Unidos", afirmó.
Las negociaciones comenzaron el 2010, a partir de la evolución del Acuerdo Estratégico Transpacífico de Asociación Económica, conocido como P4, suscrito el 2005 entre Chile, Brunei, Nueva Zelanda y Singapur. En el 2010 se incorporaron a la negociación Australia, Estados Unidos, Malasia, Perú y Vietnam, y en el 2012 se sumaron Canadá y México. Hace dos años se sumó Japón.
El 5 de octubre, Chile, Australia, Brunei, Canadá, Chile, Japón, Malasia, México, Nueva Zelanda, Perú, Singapur, Estados Unidos y Vietnam sellaron el acuerdo que crea la mayor zona de libre comercio de la historia.
El pacto involucra acceso a mercados, reglas de origen, obstáculos técnicos al comercio, medidas sanitarias y fitosanitarias, defensa comercial, competencia, compras públicas, servicios, inversiones, comercio electrónico, telecomunicaciones, entrada temporal, servicios financieros, asuntos legales, propiedad intelectual, medio ambiente, laboral y cooperación. También se incorporaron temas como coherencia regulatoria, competitividad, desarrollo y pymes.
La ONG Derechos Digitales -integrada por abogados vinculados a la Universidad de Chile- exhortó a los 12 países a publicar los documentos de la negociación que se han mantenido "celosamente ocultos" durante los últimos siete años.
Los países miembros representan el 40% de la economía mundial, el 30% de las exportaciones globales y el 25% de las importaciones, en un mercado de 800 millones de consumidores. La Cancillería dijo que el pacto permitirá "terminar con exclusiones" que favorecerán las exportaciones nacionales agroalimentarias.
2005 se remonta la génesis del TPP. En el origen estuvieron Chile, Brunei, Nueva Zelanda y Singapur.
40% del total de la economía global representan los 12 miembros del pacto, con 800 millones de habitantes.
